Struwwelpeter, or Shock-Headed Peter, was the title character of a children's book published in the mid C19th by Dr Heinrich Hoffman. The book comprises a series of moral tales illustrating the graphic consequences of bad behaviour, and was aimed at 3-6 year olds. The poem accompanying this illustration tells of the dire consequences of poor personal grooming!
